Family Reunion With Non- EU/EEA Citizens

If you have a family member living in Norway, or you want to set up a family with a person living here, you can apply for a family immigration permit to come and live together with him or her.
Spouse/partner/cohabitant
If you are married to or are the registered partner or cohabitant of the person living in Norway, you are entitled to a family immigration permit if you otherwise meet the criteria.
If you are married/ partners, the following requirements apply:
- You are both over the age of 18.

If your spouse has been married to another person from your home country, and this person has been granted a family immigration permit to Norway, you must submit documentation from the authorities in your home country that this marriage is dissolved.
If you are cohabitants, the following requirements apply:
- You are both over the age of 18.
- Neither of you are married to other people.
- You have already lived together for at least two years. (Cohabitation time while you are married to other people does not count.) If you have lived together in Norway, you must have had legal residence in Norway during the time you have lived together. If you have or are expecting a child with the person living in Norway, the requirement for two years’ cohabitation does not apply.

You will continue to live together in Norway.
Children whose parents live in Norway
Children whose parents live in Norway are entitled to come here and live with them provided that the other criteria are met.
Children are entitled to family immigration when:
- he/she is under the age of 18 and has no cohabitant or spouse, and
- both parents live in Norway and have legal residence here, or
- one of the parents’ lives in Norway and has sole parental responsibility, or
-
one of the parents’ lives in Norway, and the other parent has agreed to the child moving to Norway (if they have joint parental responsibility)
If the case concerns an adopted child, the Norwegian Directorate of Children, Youth and Family Affairs must have agreed to the adoption before the adopted child enters Norway. Foster children of persons living in Norway are also entitled to come here. You must then enclose valid documentation that the child is, and has been, part of the household. Parental responsibility must have been transferred to the foster parents, and they must also be deemed as having legal responsibility for the child pursuant to the legislation in the child’s home country. The Norwegian child welfare authorities must approve the foster home.
When your child applies for family immigration, documentation of the family relationship must be enclosed. You can do this by enclosing a birth certificate or other documentation of the family relationship. In special cases, the UDI offers to carry out a DNA test to confirm the relationship.
Other family members
certain other family members can also be granted a family immigration permit. You can apply for family immigration if you are:
- Foreign national and one of your parents was a Norwegian citizen at the time you were born
- Single mother or father over the age of 60 of a person living in Norway. You cannot have a spouse, cohabitant, parent, child, grandchild, or great-grandchild in your home country. Your son or daughter in Norway must be over the age of 18.
- Child between the ages of 18 and 21 without a spouse or cohabitant, who has previously stayed in Norway for a prolonged period (with a permit).
- Child over the age of 18 without a spouse or cohabitant, who remains or will remain in your home country while the rest of your family are granted residence in Norway. You must intent to continue living with your parents or for medical reasons be completely dependent on personal care from your parents in Norway.
- Foster child under the age of 18, if valid documentation can be submitted that proves that you are and have been part of the household of the person in Norway. Parental responsibility must have been transferred to your foster parents, and they must also be deemed as having legal responsibility for you pursuant to the legislation in your home country. The Norwegian child welfare authorities must approve the foster home.
- A full sibling under the age of 18 who has no living parents or other care providers in his/her home country or country of residence.

VFS Service Charges:

Belarus - VFS Service fee is EUR 75 (Non-refundable).
The applicant may request to have the passport returned from the embassy while the application is being processed. If the applicant later resubmits the passport for issuance of visa, VFS may request the applicant to pay 67.50 euros to cover the Resubmission Courier
Please note, Resubmission of Passport is applicable only once the withdrawal of passport request is approved by the Embassy.
VFS service fee is to be paid in Belarusian rubles according to the rate defined by the National Bank of the Republic of Belarus.

Family Reunion With EU/EEA Citizens

Overview

Citizen of an EU/EEA country may stay and work in Norway without a permit for up to three months from his/her arrival in the country. If the individual resides longer in Norway, he/she shall register his/her right to residency at the nearest Police Station. Residency in another Nordic country is not deducted from the residency period. The same applies to members of the family to an EU/EEA citizen who are also EU/EEA nationals. Family members who are not EU/EEA nationals must have a valid passport and be able to document that they are a member of your household or that they are supported by you.
Immediate family members of an EU/EEA citizen are:
- Spouse or co-habiting partner. There are no requirements for financial support and accommodation.
- Cohabitant. Both of you must be over 18 years of age, have lived together in a permanent and established cohabitation relationship for at least two years and intend to continue living together in Norway. Neither of you can be married to other people. There are no requirements for financial support and accommodation.
- Cohabitant who has or is expecting a child with the person in Norway, although you have not lived together for two years.
- Children, grandchildren etc. under the age of 21. There are no requirements for financial support and accommodation.
- Children, grandchildren etc. over the age of 21 when they are supported by you
- Parents, grandparents etc. when they are supported by you. The person in Norway cannot be a student.
- Persons who will get married in Norway with an EU/EEA citizen with right of residence. The fiancé’s right of residence is only valid for 6 months and it must be likely that marriage will be entered into in this period.
Please be aware that spouses, children and dependent ascendants of all EU/EEA nationals are exempted from a visa fee. The fee you have paid on our Application Portal will therefore be reimbursed at the Embassy after you have presented documentation proving relationship to an EU/EEA national. Stepchildren of EU/EEA citizens are not exempted from visa fee.
Family immigration with an EU/EEA national if you are a citizen of a country outside the EU/EEA Immediate family members of EU/EEA citizens (who are citizens of countries outside EU/EEA) may reside in Norway if their residence is based on the rights of a citizen of EU/EEA country residing in Norway. You do not need to apply for a work permit in this case.
Residency card (oppholdskort)
If you would like to stay for longer than three months in Norway, you should however apply for a residence card.
You apply for the residency card with the police in Norway.
As a rule, family members of EU/EEA nationals are included in the registration requirement for EU/EEA nationals (registration certificate). However, some people must still apply for a residence card as a member of an EU/EEA national's family, or apply for family immigration pursuant to the general regulations (residence permit).
You can apply for a residence card as a family member pursuant to the EU/EEA regulations if the person you are applying for family immigration with has right of residence pursuant to the EU/EEA regulations. If he or she has a permanent residence permit (settlement permit), you can apply pursuant to the general regulations. If the person you are applying for family immigration with has a permit pursuant to the general regulations, you must apply pursuant to the general regulations.

- Passport photo not older than three months
- Passport and copy of used pages. Please be aware that there should be at least two free pages marked “ВІЗИ / VISAS”. If children included in passport and application – extra two free pages needed for each child.
- A copy of a valid passport
- Documentation of the family relationship (e.g. birth certificates of children, marriage certificates of spouses, documentation of partnership, transcript from population register, joint rent contracts/purchase contracts, joint loans etc. with a cohabitant, documentation of cohabitants expecting or having children together).
- Documentation that the person you are applying for family reunification with has right of residence pursuant to the EU/EEA regulations (registration certificate or other documentation).
- Documentation that you are supported, if you are:
- Child or grandchild over the age of 21.
- Parent or grandparent of the sponsor or the sponsor’s spouse/partner or cohabitant.

Other family members who have no other family in their home country and who are members of the EU/EEA national’s household and are supported by him/her, or family members with serious health problems who can only be cared for by the sponsor.

- If the person whom you are applying for family immigration with is here as a student or has right of residence on the basis of sufficient funds (own funds or permanent periodical benefits), you must enclose a declaration from the sponsor in your application stating that he/she will finance your stay in Norway. The person who lives in Norway must also have health insurance (e.g. European health insurance card). If you are applying for a residence card as a child, and only one of your parents is to live in Norway, you must enclose the written consent of the other parent. If not, you must submit either a court order or a birth certificate showing that the parent in Norway has sole care and control for you.
- If you are engaged to an EU/EEA citizen and applying for a residence card, you must submit documentation that the person in Norway can support you financially. You also need a medical insurance that covers expenses in connection with repatriation for medical reasons, necessary medical treatment and hospital treatment. The condition of health insurance is satisfied if you have proof of private health insurance.

D-Visa (7 Day Entry Visa)

If you wish to obtain a permit for family immigration, you must, as a general rule, have been granted a permit before entering Norway. However, in certain circumstances you may enter Norway before a permit has been granted. In such a case, you must obtain an entry visa if you are subject to the visa requirement.
The embassy might issue a 7-day D entry visa with the purpose to apply for family reunion in Norway. If you belong to one of the following categories below and intend to stay in Norway for more than 90 days, you can apply for such an entry visa. This visa ensures valid stay for a period of 7 days, during which an application for residence permit has to be submitted at the local police office. The applicant is then entitled to stay in Norway while the application for a residence permit is being processed.
The following persons may apply for an entry visa:
- The spouse of a Norwegian national who is living in Norway or plans to settle here.
- The spouse of a Nordic national who is living in Norway.
- The spouse of a foreign national who has a permanent residence permit.
- Children that you and your spouse have had together who are not Norwegian nationals (children you have had with previous partners (children of only one party) must apply for family immigration via their country of origin/country of residence).
Both the applicant and the reference person in Norway must be at least 24 years or older.
If you have not applied for and been granted a temporary work permit, you are not entitled to work during the visa period. Nor are you entitled to schooling, Norwegian language tuition and certain other benefits while you are waiting for your application to be processed.
Being granted an entry visa has no bearing on the outcome of your application for family immigration.
This scheme applies to several groups of applicants, in particular skilled workers, cf.
https://www.udiregelverk.no/en/documents/udi-circulars/rs-2010-046e/A 7-day D-visa will only be granted if the Embassy has been provided with documents proving that the relationship is of a long lasting and serious character.
In order to apply for an entry visa you must register your application as a normal Schengen visa application on our Application Portal. There you will also be asked to pay the fee and apply together with your supporting documents. When the application reaches the Embassy, the Norwegian Embassy will register the application as a 7 day entry visa.

If you wish to marry a person living in Norway, you can apply for a residence permit to come here and enter into marriage (fiancé permit). The permit is valid for six months, and you must get married in the course of the period for which the permit is valid. After you have married, you can apply for family immigration with your spouse.
The purpose of this permit is to enable you to get married in Norway. The permit is valid for six months. You must live with your fiancé in Norway during this period. If you do not get married in the course of six months, you must leave Norway.
After you have married, you must apply for family immigration with your spouse to be able to stay in Norway. You must apply for family immigration prior to the expiry of your fiancé permit, and you can stay in Norway while your application is being processed.
You are not entitled to free Norwegian tuition while you are in Norway on a fiancé permit. You can read more about your entitlements and obligations on the Webpages of the Directorate of Integration and Diversity (IMDi)
You can travel into and out of Norway for as long as the fiancé permit is valid, and you can also work here.
You can apply for a fiancé permit if the person you are going to marry is a Norwegian citizen or lives in Norway and holds a permanent residence permit or a residence permit that forms the basis for a permanent residence permit.
Your children cannot apply for family reunification with you while you are in Norway on a fiancé permit, as this permit does not constitute grounds for family reunification.
If you are going to marry an EEA-citizen with a right of residence in Norway, you can apply for a fiancé permit. The fiancé’s right of residence is only valid for 6 months and it must be likely that marriage will be entered into in this period. However, if you are an EEA national yourself, you can stay in Norway without a permit for up to three months or up to six months if you are seeking employment. You can get married in the course of such a stay in Norway.

Skilled Worker

Overview

In order to be granted a residence permit as a skilled worker, you must be a qualified skilled worker whose expertise is relevant to the job you will be doing in Norway.
The term skilled worker covers the following categories:
- Specialist training corresponding to upper secondary education level. You must have completed vocational training for a specific occupation. The education must as a minimum correspond to upper secondary education level, i.e. at least three years. If you underwent an education abroad, you must have achieved the same level of expertise as you would have achieved had you been educated in Norway. Examples include vocational education for joiners, plumbers or auxiliary nurses.
- Craft certificate. A craft certificate taken abroad must have resulted in the same level of expertise as a Norwegian craft certificate.
- University college or university education. The requirement is a completed degree or study Programme. Examples include nurses, engineers, Bachelor or Master’s degrees.

Special qualifications.
You can have so-called qualifications as an alternative to education or a craft certificate: The term special qualifications covers two alternatives:
- Special qualifications are relevant in those occupations for which Norway has a training programme or a craft certificate, but where the applicant has no such training or craft certificate from Norway or another country, or has only partly completed such training. You can nonetheless be deemed to have special qualifications if you, through practical experience in the trade in question or in combination with some training, have acquired competence approximately equivalent to the level conferred by such training or craft certificate. The practical experience must be of longer duration than the corresponding education or training for a craft certificate.
- Special qualifications are relevant in those occupations for which Norway does not have a training programme or craft certificate. You must have practical experience which, in its scope and nature, is on par with what can be deemed to be involved in such an education or a craft certificate. This means several years of purposeful training normally will be required, and you must be able to document how the competence has been acquired.
- Please note that, in principle, a skilled worker permit is only granted on the basis of special qualifications in exceptional circumstances and that thorough documentation is required.
Your employer can apply on your behalf
Your employer can also apply for a residence permit on your behalf if you authorize him or her in writing. You must complete the authorization section of the application form or give your employer some other form of written authorization. If your employer applies on your behalf, the application must be submitted in the police district where the enterprise is located.
The employer cannot apply on your behalf without written authorization. However, if your employer is covered by the early employment scheme, he/she can apply for a residence permit on your behalf without written authorization.
The early employment scheme
The early employment scheme means that employers who meet certain criteria can recruit labor directly and let employees start working before their application has been processed. The scheme applies to skilled workers, defined by expertise, and specialists, defined by pay. It is the employer’s responsibility to ensure that the employee fulfills the conditions to be granted a permit as a skilled worker or specialist. The scheme also covers seconded employees employed by an international company and trainees employed by an international company.
In order to take advantage of this scheme, your employer must be able to submit a tax certificate for value added tax and tax, and a self-declaration of compliance with statutory Norwegian health, safety and the environment (HSE) requirements.
Your employer can apply for a residence permit on your behalf without authorization. If the employer submits a complete application, i.e. an application with all the necessary enclosures, and a tax certificate and self-declaration as described above, the police can issue a preliminary confirmation that you may start working before the application has been processed. The Foreign Service mission can issue you an entry visa if required, provided that the police have issued a preliminary confirmation to your employer and you are able to document your identity.
You must meet in person at the police district where the application was submitted within seven days of entering Norway. There, you must document your identity and confirm the application submitted by your employer. The police will then issue you a confirmation that you are entitled to work for the employer in question until your application has been processed. You can start working immediately once you have obtained this confirmation.
If you are not subject to a visa requirement to enter Norway or if you already reside legally in Norway, you can submit the application to the police yourself. If the application is complete and your employer meets the requirements, the police can issue you a confirmation that you are entitled to work for the employer in question until your application has been processed. You can start working immediately once you have obtained this confirmation.
You may not change employers while your application is under processing.
The police can refuse to issue a preliminary confirmation to the employer or a confirmation to you if any of the criteria are not met. You have no right to appeal.
Persons who apply for a residence permit as a religious leader or ethnic cook are not covered by the early employment scheme.

If you wish to study in Norway for longer than three months you must apply for a residence permit for students.
As a rule, to be granted a study permit, you must have been admitted to a field of study at a college or university. However, there are certain exemptions from this requirement.

As a rule, in order to be granted a study permit, you must have been admitted to a field of study at an officially recognized educational institution at college or university level. The course must be full-time and entitle the applicant to full support from the Norwegian State Educational Loan Fund. This requirement applies even though you are planning to finance your stay in another way than through a loan from the Norwegian State Educational Loan Fund.
If you have been offered admission (conditional admission) to an approved educational institution/ approved study programme for which Norwegian language skills are required, you may be granted a residence permit for an introductory Norwegian language course for up to one year.
The course in the Norwegian language must be held at university college or university level at an approved educational institution. As a rule, residence permits are not granted for an introductory Norwegian language course prior to a study programme at technical college level.
Note that foreign nationals who have competence as skilled workers can be granted a residence permit valid for a total of one year to study the Norwegian language.

Trainees

You can be granted a residence permit as a trainee if you are to come to Norway to receive vocational training.
In order to be granted a residence permit as a trainee:
- You can not have completed your vocational training. If you have already completed your vocational training, you must apply for a permit as a skilled worker.
- You must complete the trainee stay in Norway before or during your education.The trainee work must be relevant to your vocational training and be of significant importance to your competence.
- You must have turned 15 and have your parents’ consent if you are between the ages of 15 and 18.
It must also be probable that you will return to your home country when your residence permit expires, and circumstances in your home country must also indicate that you will be able to return.

Seasonal Workers

Seasonal work is unskilled work that can only be carried out during limited parts of the year due to climate variations, fluctuations in the availability of raw materials or other circumstances. Forestry, agriculture, the fish processing industry, plant nurseries and the restaurant and tourism industries are typical seasonal industries. Odd jobs such as carpentry, painting and other maintenance and restoration work are not considered seasonal work.
If you are to replace an employee in connection with holidays, this must be clearly stated in your application. There is no requirement as to when during the year holidays can be taken.
Who can be granted a residence permit as seasonal worker?
There are no formal qualification requirements for a seasonal work permit, but you must have reached the age of 18 and have a concrete offer of employment. The offer of employment must contain a job description and state the number of working hours per week, your hourly wage and the duration of the offer of employment.
If you have held a permit as a seasonal worker for six months, you can only be granted a new permit as a seasonal worker after you have stayed outside Norway for six months.
If you have been granted several permits as a seasonal worker, with a duration of less than six months, the total period of stay in Norway cannot exceed six months during a twelve-month period.
The position’s requirements
As a rule, the work concerned must be continuous full-time employment, but it can be divided between several employment offers from the same or different employers.
The pay and working conditions must comply with the current collective agreement or pay scale for the industry. If no such collective wage agreement or pay scale exists, the pay and working conditions must not be poorer than is normal for the occupation and place concerned. You must be guaranteed a minimum hourly wage.
The Norwegian Labour and Welfare Administration (NAV) must consent to a permit being granted (this do not apply for seasonal workers within agricultural and forestry). You get this assessment from NAV at county level. NAV assesses, among other things, whether the position can be filled by domestic labour or labour from the EEA area. In applications for permits for seasonal work in the agriculture and forestry industries we no longer need this consent from NAV.

Working Guest

You can be granted a residence permit as a working guest in agriculture if you wish to learn about Norwegian agriculture and Norwegian culture. You must be supplied by an approved organization.
In order to be eligible for a residence permit as a working guest, your stay must be organized by one of the two following approved organizations:
- Biologisk-Dynamisk Forening

Atlantis - the working guest scheme
It must be probable that you will return to your home country at the end of your stay, and circumstances in your home country must also indicate that you will be able to return.
Employment relationship requirements
- You must take part in the day-to-day work on a farm, alternatively at a nursery, as part of the family on the farm.
- The work must help you to learn about Norwegian agriculture and culture. Unvaried harvest work does not meet this requirement. Nor may you carry out major maintenance work, construction of new buildings or similar. If your employers engage in ‘combination farming’, for example farming combined with running a campsite, you may only carry out normal farm work.
- As a rule, the work in question involves full-time employment for one employer. If you have two employers, you must work full-time for each of them and the periods of work for each employer must be continuous. You cannot work more than 35 hours per week. You are entitled to at least one and a half continuous day off per week.
- The minimum pay is NOK 600 per month after tax, and you must be guaranteed board, lodging and return travel.

Your employer cannot employ more than three working guests at the same time.
The content of the permit
- You can only be granted a residence permit as a working guest once.
- The permit is granted for a maximum of three months.
- You can have up to two employers.
- You cannot change employers during your stay.
- The permit is linked with one employer at a time, alternatively two employers. You cannot change employer(s), as this will be considered an application for renewal. If you have two employers, each of the employment relationships must concern full-time work. The period of work for each employer must be continuous, and you must enclose employment contracts documenting this from both your employers. You cannot go back and forth between two employers, for example by working one week for each of them. The employment contract must also state during which period of time you will be working for each of them.
- The permit does not form the basis for a permanent residence permit or family immigration.

Au Pair

The purpose of the Au Pair scheme is cultural exchange. As au pairs, young people can improve their language skills and knowledge of Norway and Norwegian society by living with a Norwegian family. In return, the au pair performs services such as light housework and child care for the host family.
In order to be granted a residence permit as Au-Pair it must be probable that you will return to your home country at the end of your stay, and circumstances in your home country must also indicate that you will be able to return. In additional you must be over 18 and not be turned 30.

Travel Medical Insurance
Travel medical insurance must cover the entire period of intended stay, be valid for all Schengen States and cover any expenses which might arise in connection with repatriation for medical reasons, urgency medical attention, emergency hospital treatment or death during the stay. The minimum coverage must be €30 000.

Note for MINORS TRAVELING ALONE: Minors travelling alone will have to present a notarized consent(s) of the absent custodian(s).
If only one parent is signing the visa application form one of the following documents will have to be submitted.
- The notarized consent or power of attorney of the absent parent or,
- a court degree vesting custody exclusively in the parent who is signing the application or,
- a certificate of death of the other parent is required to be submitted.
The same applies in cases where custody is vested in one or several persons other than the parents.
