Overview
In the visa center documents are accepted from the persons who are:
- Third-country nationals legally residing in the territory of the Republic of Belarus (residence permit, temporary residence permit or visa of the Republic of Belarus).

Visa Fees
Please Note: There is an additional service charge equivalent in local currency per application over and above the visa fees payable by all applicants. Please refer below grid for all applicable charges.
You will pay the visa fee when booking the appointment on the VFS website and the VFS service fee at the application center.
All payments will be collected in local currency (Cash)

Applicants of the following categories are exempted from paying the visa fee:

- Researchers, as defined by Directive of the European Parliament and of the European Council No 2016/801, travelling for the purpose of carrying out scientific research or participating in a scientific seminar or conference;
- Representatives of non-profit organizations aged 25 years or less participating in seminars, conferences, sports, cultural and educational events organized by non-profit organizations.
Attention!
Consular Department makes decisions on the exemption from payment of the visa fee along with other preferential conditions only when submitting an application.
Besides visa fee for consideration of documents for obtaining a Schengen visa is paid a service fee.
The tariff is 22 euros (with biometrics), including VAT, for 1 passport, at the exchange rate of the National Bank of Belarus on the day of payment and 20 euros (without biometrics).
Logistics fee must be paid by each client who submit documents in Minsk - 5 Euro
The fees are paid in Belarusian rubles at the exchange rate of the National Bank of the Republic of Belarus on the day of payment.

- Visa application form
The Schengen visa application form should be completed in electronic format and printed out. The form should be filled in completely, separately for each person, irrespective of age. Failure to provide complete or reliable information in the form may result in the denial of a Schengen visa, cancellation of the current visa or refusal to accept documents for consideration.
Once the form is printed out, the visa applicant should specify the place and date of document submission and put his/her own signature (on pages 3 and 4) to confirm that the visa applicant is familiar with regulations on entry and stay in the member states of the Schengen Agreement. If documents are submitted for minors, the visa form should be signed in person by an individual with parental authority or by a legal representative.
The visa application form must be printed on each sheet of paper, without duplex printing
- Photography
Photos must be:
- 3.5 х 4.5 cm in size, in colour, clear and in sharp focus,
- printed on high quality photo paper against a light background,
- taken within the last 6 months;
- taken in full-face view, with the face occupying not less than 80% of the photo.
- If an applicant wears glasses, the
photo should also meet the following
criteria:
- non-tinted lenses;- no part of the eye should be occluded by lens rims;- there should be no flare spots.
Important! Two photos should be provided, one of which should be cut and pasted to the visa application form (to the top right corner of the form intended for a photo) and the other one should be cut and attached to the visa application form with a paper-clip.
- Documents confirming the purpose of
travel
Hotel reservation voucher on a hotel form (original, fax, scanned copy), electronic reservation or a lease contract. Hotel reservation should list all the applicants’ names. When staying at the hostel, the reservation must be paid in full.
Аttention!
Сonfirmation of reservation of the hotel is one of the key documents proving the purpose of your trip. In case of cancellation of the reservation, a decision on a visa issued to you could be reconsidered. About the reservation changes, please promptly notify the Embassy.
- Health insurance policy
- the policy should be valid throughout the territory of the Schengen Agreement (and filled in with typed text);
- the minimum insurance amount should be 30,000 euros and cover expenses related to providing emergency medical assistance and/or treatment in case of disease; it should also cover repatriation expenses if a foreigner dies;
- if a foreigner plans to enter Latvia once or twice, he/she will have to provide a valid foreign health insurance policy covering the entire intended period of stay, also including an additional period of 15 days;
- if a foreigner plans to enter Latvia more than twice, he/she will have to provide a valid foreign health insurance policy covering the period of the first intended visit.
- Certificate from the employer
confirming the employee’s position and
employment starting date.
Note:
- university students should submit a copy of their student ID card and, when submitting it, present the original student ID card;
- pensioners should submit a copy of their pension card and, when submitting it, present the original pension card;
- temporarily unemployed individuals should submit a copy of the first and last pages of their work record card and, when submitting it, present the original work record card;
- individual entrepreneurs should submit a certificate of registration of individual entrepreneur.
- Confirming the availability of
financial means
Provided if the inviting party does not make a funding commitment.
Confirmation of the availability of financial mean can be:
- certificate of salary for the last 3 months or income from business;
- bank statement with bank stamp;
- sponsorship letter and proof of sponsor’s sufficient financial resources;
- certificate of the amount of received pension for the last 3 months.
Financial documents are valid within 1 month from the date of issue.
- A notarised permit for minors to
enter the Republic of Latvia (or the
Republic of Latvia and one or more
Schengen countries)
- should be provided by one of the parents or a legal representative, if a minor travels without both parents (i.e. on his/her own or is accompanied by an authorised person). In case of divorced parents – a notarised permit fromboth parents. Ifa minor only has one parent, the appropriate document should be submitted (a court decision on granting sole guardianship, a death certificate or another document).
- The permit should specify the name of the authorised person responsible for the child throughout the validity period of the requested visa. A copy of the above document should be submitted to the Embassy and the original document presented when submitting the copy.
- The permit to enter the Republic of Latvia should cover the entire intended period of stay in the Republic of Latvia(including an additional period of 15 days when applying for single and double short-term visas).
- Original and Copy of the birth certificate for minors
- Transport documents*
Copies of tickets in both directions or copies of the vehicle's technical passport and driver's license.

- Questionnaire
To obtain a Schengen visa, a health insurance policy should be submitted:
Residence permit provided for by the legislation of the Republic of Belarus (in case of residence of foreign citizens on the territory of the Republic of Belarus), valid for at least three months at the time of application and three months after the planned return from the Schengen area.
All documents should be submitted by the applicant in person or by his/her immediate relative (provided there is a relation certifying document) or under a notarised power of attorney. In the case of a business trip, documents may be submitted under a power of attorney certified by a company/institution.
All documents must be presented in original and provide copies. Only complete sets of documents can be accepted.
When reviewing a visa application, the Consulate’s officer may require additional documents and information confirming the purpose of travel or visa application form data.
If visas are requested for a group of people or a family, all the documents or their copies should be attached to each visa application form.

Processing Time
The term of consideration of documents by the Embassy is not less than 15 calendar day for category «C» and «D».
Documents must be submitted at least 15 calendar days before the intended visit.
The Embassy has the right to extend the processing term up to 45 days.

- Documents confirming the purpose of
travel
The invitation can be issued at the Office of Citizenship and Migration Affairs of Latvia.
An invitation issued by the Office of Citizenship and Migration Affairs of Latvia is valid for 6 months. *At the time of submission, the invitation must be valid for at least 14 days. *When submitting documents, you must know the invitation number.
- The invitation is in Latvian and must contain the following information:
- first name, last name and personal code of the inviting person;
- information about the occupation of the inviting person;
- information about the invited person: first and last name in Latin transcription, as indicated in the foreigner’s travel document; nationality; floor; Date of Birth; Place of Birth; residence address abroad; occupation; intended purpose, time and place of stay in the Republic of Latvia;
- intended place to obtain the visa;
- travel document number of the invited foreigner;
For a family member (spouse, spouse, children (including foster children)) of a citizen (s) of Latvia:

Marriage certificate and a copy.
In the case of minors under 18:
- birth certificate and a copy.
For citizens who are family members and close relatives (spouses, children (including adoptive), parents (guardians), grandmothers, grandfathers and grandchildren, brother, sister) of Latvian citizens living in the territory of Latvia
- An invitation issued by the Office of Citizenship and Migration Affairs of Latvia is valid for 6 months. When submitting documents, you must know the invitation number.
- Documents proving the existence of family ties (birth certificates, marriage certificates, etc.), and their copies.
The Consulate reserves the right to request additional documents (for example, proof of place of residence, documents for transport, etc.).

- Documents confirming the purpose of
travel
Invitation.
An invitation from a legal entity of the Republic of Latvia must contain the following information about the invited citizen:
- First name(s) and last name in Latin letters, as indicated in the passport;
- Nationality;
- Gender;
- Date of birth;
- Place of birth;
- Residential address in the Republic of Belarus;
- Family history;
- Place of residence in the Republic of Latvia;
- Purpose of stay in the Republic of Latvia;
- Validity period of the requested visa and number of days of stay in the Republic of Latvia;
- Intended place of submission of the visa application;
- Passport number of the invited person;
- Confirmation that the inviting legal entity assumes responsibility for ensuring that the purpose of the invited person's entry and visit corresponds to the documents submitted for the visa application and for their departure from the country within the specified period; - confirmation that the legal entity will, if necessary, cover the costs associated with the invited person's medical treatment, their stay in the Republic of Latvia, and return to their country of residence.
The invitation may specify that the inviting party will cover the costs associated with the invited citizen's entry and stay in the Republic of Latvia, as well as in the territory of another Schengen Agreement member state.
The invitation must be prepared on the letterhead of a legal entity of the Republic of Latvia in Latvian and contain the following information:
- Legal entity registration number;
- Full name of the authorized person;
- Date and place of issue;
- Document registration number;
- Address (Consulate of the Republic of Latvia in Vitebsk).
The invitation, signed electronically by the authorized representative of the company, must be sent to the Consulate of Latvia in Vitebsk at [email protected]. The subject line of the email must include the first name, last name, and date of birth of the invited person. A copy of the invitation letter and a copy of the letter sent to the consultation office must be attached to the visa applicant's application.

Photo Specifications
Photos must be:
- 3.5 х 4.5 cm in size, in colour, clear and in sharp focus,
- printed on high quality photo paper against a light background,
- taken within the last 6 months;
- taken in full-face view, with the face occupying not less than 80% of the photo.
- If an applicant wears glasses, the photo
should also meet the following criteria:
- non-tinted lenses;- no part of the eye should be occluded by lens rims;- there should be no flare spots.
Important! Two photos should be provided, one of which should be cut and pasted to the visa application form (to the top right corner of the form intended for a photo) and the other one should be cut and attached to the visa application form with a paper-clip.

Processing Time
The term of consideration of documents by the Embassy is not less than 15 calendar day for category «C» and «D».
Documents must be submitted at least 15 calendar days before the intended visit.
The Embassy has the right to extend the processing term up to 45 days.

The Schengen visa application form should be completed in electronic format and printed out. The form should be filled in completely, separately for each person, irrespective of age. Failure to provide complete or reliable information in the form may result in the denial of a Schengen visa, cancellation of the current visa or refusal to accept documents for consideration.
Once the form is printed out, the visa applicant should specify the place and date of document submission and put his/her own signature (on pages 3 and 4) to confirm that the visa applicant is familiar with regulations on entry and stay in the member states of the Schengen Agreement. If documents are submitted for minors, the visa form should be signed in person by an individual with parental authority or by a legal representative.

Overview
Сategory D visa or long-term visa is issued to persons who plan to stay in the territory of a particular Schengen country for more than 90 days in a half-year.
Category D visa entitles you to stay:
- in the territory of the country that issued the visa during the validity period of the visa;
- on the territory of other member states of the Schengen Agreement no more than 90 days during each 180-day period.
A visa can be issued for one, two or multiple entries.
A national long-term visa category D to Latvia can be issued to persons who plan to stay in the territory of the Republic of Latvia for the purpose of work, study or obtaining a residence permit.

Consular Department makes decisions on the exemption from payment of the visa fee along with other preferential conditions only when submitting an application.
Besides visa fee for consideration of documents for obtaining a Schengen visa is paid a service fee.
The tariff is 22 euros (with biometrics), including VAT, for 1 passport, at the exchange rate of the National Bank of Belarus on the day of payment and 20 euros (without biometrics).
Logistics fee must be paid by each client who submit documents in Minsk - 5 Euro
The fees are paid in Belarusian rubles at the exchange rate of the National Bank of the Republic of Belarus on the day of payment.

Can be requested after receiving a positive response on obtaining a residence permit from the Office of Citizenship and Migration Affairs of Latvia.
You can apply for a single entry visa for up to 90 days.
