Overview
Due to the restriction of consular services at the Estonian Embassy in Minsk, regulated by the Order of the Minister No. 128 of 10/12/2022, applications for short-term Schengen visas (visa C) submitted by citizens of the Republic of Belarus and Russian Federation are not to be accepted.
Exceptions are made for the following categories of applicants:
- a spouse, children, grandchildren, parents, grandparents of citizens of Estonia, Finland, Sweden or holders of a residence permit in Finland and Sweden or a permanent residence permit in Estonia.
- citizens of the Republic of Belarus traveling for humanitarian reasons, for example, to attend a funeral or visit a seriously ill relative.
- citizens of the Republic of Belarus, whose purpose of the trip is studying.
Citizens of other countries with a registered place of residence in Belarus, whose residence permit in Belarus is valid for at least 6 months at the time of the first trip, can apply for a visa to Estonia/Sweden/Finland for any purpose.
You need to apply for the relevant visa type if you enter Estonia, Sweden or Finland with one of the following purposes:
- Tourism
- Private visits (excluding visiting close relatives/family members)
- Owners of accommodations in Estonia, Sweden or Finland and their family members (spouses, children (including adopted)
- The citizens of the Republic of Belarus and their family members visiting graves of close relatives (parents (including adoptive parents), siblings, grandparents and grandchildren) or family members (spouses, children (including adopted), that are situated at the territory of the Estonia.
Applicant will have to provide evidence that he/she falls under this category.
The major change for Belorussian citizens from 23 June 2015 is that all applicants need to appear in person in order to provide biometric data (fingerprints and digital photography), which is a simple and discreet procedure. This concerns the applications for the short-term Schengen visas (max. 90 days in 180 days).
For subsequent applications within 5 years the fingerprints can be copied from the previous application file in the VIS, eg. the fingerprints will be provided for the period of 5 years for any subsequent Schengen visa application (for example for the long-term multiple entry visa). Exceptions from the obligation of fingerprinting are provided for:

- children under the age of 12 (if applicant turns 12 within 2 days from submission – fingerprints have to be collected);
- persons for whom the collection of fingerprints is physically impossible;
- Heads of State or government and members of a national Governments with accompanying spouses, and the members of their official delegation when they are invited by Member States’ governments or by international organizations for an official purpose;
Visa for Applicants under the age of 18
The application form has to be signed by both parents or legal custodians.
In addition to the compulsory documentation required, the following documentation is required for applicants under the age of 18.
- Copy of the birth certificate.
- Consent of the parental authority or legal guardian should be required only if the minor travels alone or only with one parent. Exceptions should be made to this if the single parent with whom the minor is to travel holds the parental authority alone (i.e. in cases where the other parent has deceased or been deprived of custody, e.g. a death certificate of the other parent or a court degree vesting custody exclusively in the parent who is signing the application would be requested).
- Copy of the valid Schengen visa of the parent(s) travelling with the minor for whom a visa is not applied at the same time with the parent(s).
Visa for third-country nationals
In addition to the compulsory documentation required:
- Proof of legal residence in the Republic of Belarus (temporary residence permit or residence permit), valid for at least 6 months from the date of the planned trip.

Visa Fees

*Visa fee is paid in Belorussian Rubles at the rate agreed additionally on the day of payment.
The following persons are exempted from paying the visa fee:
- for members of national and regional Governments and Parliaments, Constitutional Courts and Supreme Courts, if they are not exempted from the visa requirement by this Agreement;
- for members of official delegations, including permanent members of official delegations, who, following an official invitation addressed to the Member States, the European Union or Belarus, shall participate in official meetings, consultations, negotiations or exchange programmes, as well as in events held in the territory of Belarus or one of the Member States by intergovernmental organisations;
- for close relatives – spouses, children, parents and persons exercising the parental authority, grandparents and grandchildren of citizens of the Union legally residing in the territory of Belarus, of citizens of Belarus legally residing in the territory of the Member States, of citizens of the Union residing in the territory of the Member State of which they are nationals, and of citizens of Belarus residing in the territory of Belarus;
- persons participating in scientific, academic, cultural and artistic activities, including university and other exchange programs
- pupils, students, post-graduate students and accompanying teachers who undertake trips for the purposes of study or educational training, including in the framework of exchange programmes as well as other school related activities;
- participants in international sports events and persons accompanying them in a professional capacity;
- participants in official exchange programmes organized by twin cities and other municipal entities;
- representatives of civil society organizations when undertaking trips for the purposes of educational training, seminars, conferences, including in the framework of exchange programmes;
- participants in official EU cross-border cooperation programmes between Belarus and the Union;
- persons with disabilities and persons accompanying them, if necessary;
- persons who have presented documents proving the necessity of their travel on humanitarian grounds, including to receive urgent medical treatment and the person accompanying such person, or to attend a funeral of a close relative, or to visit a seriously ill close relative;
- children under the age of 12
VFS service charge:
Apart from the visa fee, VFS service charge in BYN of the equivalent of 16.40 Euros inclusive of VAT per application will be levied for applicants applying at the visa application centre.
Please Note:
- Visa fee and VFS service charge can be paid at the visa application centre in cash, through credit or debit card and are non-refundable.
- Visa and service fees needs to be paid in Belorussian Rubles only.

Documents Required
Travel insurance is mandatory for all Schengen countries. If you have not purchased, please click here
It is mandatory to provide all of the documents listed below. Otherwise your visa might be refused. The absence of a required document might influence the decision of the Consul.
The Embassy accepts documents in Estonian, Belarussian, Russian, English and Finnish.
In case of Minor applicants the following documents are required:
The application form should be signed by both representatives. In case the form is signed by one representative only, a written consent from the second representative should be attached.
If a child’s application is submitted separately from the application of his/her parents, a notarized consent from the parents is required (according to the Law of Belarus). If the Minor has only one guardian, then a document proving the same should be submitted (i.e. – death certificate, single parent certificate, etc.)
Note that in case of minors, the birth certificate is a mandatory document. Without the Certificate, the minor’s documents will not be accepted for processing.
In case of representative submitting the application – the application in some cases can be submitted by a representative:
- By a close relative (parents, children, grandchildren, grandparents) – in this case documents proving the relationship should be provided.
- By persons, travelling together – in case a group is travelling together for the purpose of tourism or family and friends visit, a member of such group can submit the documents for the whole group by providing a notarized consent.
- In case travel purpose is Business – the application can be submitted by a person working in the same company in case an official authorisation form of the company sending the applicant to Estonia, Finland or Sweden is provided.
- In case of a cultural/sport travel purpose – the application can be submitted with an official authorization form of the organization sending the applicant (i.e. sport club, cultural establishment, etc.) by a member of the same organization.
The authorization form should always contain full information of the applicants.
Visa application Form
The Visa application form should be filled with latin alphabet on eelviisataotlus.vm.ee. After filling, the form needs to be printed and signed in one places (at the very end of the form). A photo should be attached to the Form.
Photograph (one)
- Colored one with the light background with the dimensions of 35 x 45 mm;
- Photo should be made not earlier than 6 months before documents submission;
- Face image should occupy 70-80% of the photo.
- The photo should be glued at the Application form.

Passport
- The passport must be valid three (3) months after the end of a proposed visa duration
- The passport must be issued less than ten (10) years ago before the planned date of leaving the Schengen area.
- There should be at least two (2) empty pages available in the passport titled “Visas”
- A copy of the passport’s biopage is also required. (the page with the Photo and information – page 31 and cover page for Belarussian passport holders).
Insurance
- The travel insurance should cover all the expenses that might arise from repatriation due to medical reasons, first aid, emergency hospitalization or death during the stay in the Schengen area.
- It should be valid in all member states of the Schengen area and cover the complete duration of stay.
- The minimum insurance amount should be 30 000 Euro
Work certificate
All employed applicants should provide an employment proof (original). It has to contain the following information:
- Applicant’s position
- Date of employment and, if applicable, date of contract termination.
- Salary amount for the past 3 months.
Persons who are on maternity leave should also provide documents proving sufficient funds that can be one of the following:

A letter from the sponsor and proof of the sponsor having sufficient funds (i.e. – employment proof with specified salary, bank account receipts, real estate ownership proof, stock possession proof, etc.) The letter from the sponsor (dated and signed) should contain the following information:
- name, surname, patronymic and the contact details of the sponsor;
- the connection between the sponsor and the applicant
- dates of travel and destination
- list of expenses, covered by the sponsor.
- A bank receipt showing the bank operations during the past 3 months
- Other documents proving sufficient funds (i.e. – employment proof with specified salary, bank account receipts, real estate ownership proof, stock possession proof, etc.)
Individual entrepreneurs instead should provide:
- Entity registration proof (copy and original)
- Bank account statements
Students instead of employment proof should provide:
- A student card (copy and original) or a letter from the educational establishment)

- dates of travel and destination
- list of expenses, covered by the sponsor.

Other unemployed applicants instead of employment proof should provide:
- Documents, proving their connection with Belarus (i.e. – marriage certificate, birth certificate, close relative’s death certificate, real estate ownership proof);
- The copy of the labor book with personal details and employment details for the past 3 years.
- Documents proving sufficient funds for travelling that can be one of the following:

A letter from the sponsor and proof of the sponsor having sufficient funds (i.e. – employment proof with specified salary, bank account receipts, real estate ownership proof, stock possession proof, etc.) The letter from the sponsor (dated and signed) should contain the following information:
- name, surname, patronymic and the contact details of the sponsor;
- the connection between the sponsor and the applicant
- dates of travel and destination
- list of expenses, covered by the sponsor.
- A bank receipt showing the bank operations during the past 3 months
- Traveller’s cheques
- Other documents proving sufficient funds (i.e. – employment proof with specified salary, bank account receipts, real estate ownership proof, stock possession proof, etc.)

Private invitation
A letter from the inviting party mentioning the following:
- Details of the inviting person – name, surname, ID personal code
- Details of the invited person – name, surname Date of Birth
- Relationship (i.e. – mother, father, son, daughter, cousin) or any other relationship (friend, classmate, etc.)
- In case the persons are related (parents, children, grandchildren, grandparents), the Embassy advices to submit documents proving the relationship (marriage/birth certificate)
- Dates and duration of the trip(s). If the invitation is for multiple trips, then specific dates of the first trip should be mentioned.
- Precise address of residence during the stay in Estonia/Sweden/Finland
The private invitation can be handwritten or printed. The invitation can be submitted in original form as well as printed from fax / e-mail, scanned and printed. Invitations received y telegram are also acceptable.
The inviting person’s passport copy or ID copy, or copy of the residence permit (both sides if in card form), in case the inviting person is not a citizen of Estonia/Sweden/Finland , are to be submitted along with the application.
Please note! Name and surname of the inviting person mentioned in p.31 of the Application Form should be identical to the ID document.
Transport
- If the applicant is travelling by public transport – tickets or ticket bookings to Estonia/Sweden/Finland and back. The bookings should be valid during the complete period of the visa issuing process.
- If the applicant is travelling by personal transport – Copy of driver’s license and car registration. If the car does not belong to the applicant or the driver is another person, then additional documents have to be provided that will prove the right of the applicant to drive the car. (i.e. the consent of the owner to drive the car to Estonia/Sweden/Finland and back combined with a copy of the owner’s driver’s license and visa)
- If the applicant is travelling by contractual transport – copy of the contract, copy of the driver’s license and copy of the vehicle registration.
- Other transport – documents proving the applicant’s rights to operate the vehicle
If the applicant is applying for a multiple entry visa, the transport documents covering only the first trip are sufficient.
If the applicant for some reason cannot provide transport documents, an explanatory note should be submitted. It should mention the transportation type and the reasons why supporting documents cannot be provided. The Embassy, however, has the right to request additional documents, proving the transportation availability to Estonia/Sweden/Finland and back, especially if the applicant states that he/she is not sure about the travel dates or the bookings for a specific flight/trip are not yet open
Accommodation
Documents proving the accommodation:
- Paid hotel confirmation, rental agreement or any other document that proves the reserved place of stay.
If the applicant is requesting a multiple entry visa – then the accommodation documents for the first trip only are sufficient.
If the application is submitted by an accredited Travel Agency, then a contract between the applicant and the Travel agency should be provided.

Photo Specifications
A Photograph submitted with the application for a visa should comply with the following specifications:
- Must be an up-to-date photograph (preferably maximum 6 months old)
- Must be a colour photograph printed on normal photographic paper
- Should be passport sized 3,5 x 4,5 cm
- Close up to your head and top of your shoulders so that your face takes up 70-80% of the photograph
- Full face taken straight forward 30 - 36 mm from point of the chin to head of hair
- Taken against a light background
- Without sunglasses
- Without hat or other head covering unless you wear this for religious reasons
- Spectacles should not have toned or reflecting glasses
- The frame of the spectacles may not cover the eyes
- The mouth must be closed

Processing Time
The minimum period for processing of visa applications is 10 calendar days from the date of receipt of documents to the Embassy. The period of time for taking a decision on a visa application may be extended up to 30-45 calendar days in individual cases, notably when further scrutiny of the application is needed.
Please note that the duration of consideration of visa applications submitted by Belarusian citizens is at least 8 working days from the date of receipt of documents to the Consular Department of the Embassy.
Please take into account weekends and public holidays in the destination country and in Belarus. However, visa applications should not be submitted earlier than 180 days before the start of the intended visit.

Filling the application
The application form should be filled with Latin alphabet in Estonian, Belarussian, Russian or English using the eelviisataotlus.vm.ee link/
After filling, The Application form should be printed, a photo should be attached to it and the form should be signed.
In case of minors, both parents/representatives should sign the Form in respective fields (in case the form will be signed by one representative only, a notarized consent from the second representative is required to be submitted)

Invitation
An official letter from the inviting party that contains the following data:

- Purpose of travel
- Duties of the invited person that will be carried out
- Date and duration of the trip.
If the inviting party organizes accommodation, then the following details are needed: precise address of the place of stay (hotel, hostel, apartment) as well as the precise dates when the accommodation will be organized by the Inviting party. If the invitation includes several trips, then the details of the first trip should be provided.
The invitation of a Company should be signed by an authorized representative. If the invitation has any additional pages – it should also be signed just as the main page. The invitation is valid for 2 months since the date of issuing and can be used only once by each of the invited persons.
Please note – an invitation from an Estonian Entity should be submitted in original on paper as well as sent to the Embassy e-mail [email protected] from the e-mail address of the inviting person and be signed with a digital signature. The printed confirmation of the sent mail should also be submitted along with the application.
Applicants traveling to Finland and Sweden - an invitation from the inviting company should be submitted in original on paper as well as sent to the Embassy e-mail consular.minsk@mfa.ee. The printed confirmation of the sent mail should also be submitted along with the application.
Letter from a Belarus based company or organization
Letter from a Belarus based company or organization that is sending the applicant to Estonia/Sweden/Finland mentioning the purpose and duration of travel as well as the duties the applicant will be carrying out.
Transport
- If the applicant is travelling by public transport – tickets or ticket bookings to Estonia/Sweden/Finland and back. The bookings should be valid during the complete period of the visa issuing process.
- If the applicant is travelling by personal transport – Copy of driver’s license and car registration. If the car does not belong to the applicant or the driver is another person, then additional documents have to be provided that will prove the right of the applicant to drive the car. (i.e. the consent of the owner to drive the car to Estonia/Sweden/Finland and back combined with a copy of the owner’s driver’s license and visa)
- If the applicant is travelling by contractual transport – copy of the contract, copy of the driver’s license and copy of the vehicle registration.
- Other transport – documents proving the applicant’s rights to operate the vehicle
If the applicant is applying for a multiple entry visa, the transport documents covering only the first trip are sufficient.
If the applicant for some reason cannot provide transport documents, an explanatory note should be submitted. It should mention the transportation type and the reasons why supporting documents cannot be provided. The Embassy, however, has the right to request additional documents, proving the transportation availability to Estonia/Sweden/Finland and back, especially if the applicant states that he/she is not sure about the travel dates or the bookings for a specific flight/trip are not yet open
Accommodation
A document proving the accommodation (if accommodation is not organized by the inviting party) –hotel confirmation, rent agreement or any other document proving the accommodation.

International cargo lorry drivers and passenger bus drivers (additionally):
- letter from the transport organization
- Driver’s license in accordance to the vehicle type (original and copy)
- For lorry drivers – certificate of passing the International drivers’ course (original and copy)
- Registration of the vehicle, additional car, bus (technical passport, original and copy)
- Registration certificate of the employing company
- License for carrying out international transportation of cargo or passengers
- A contract between the Belarussian company and the Estonian/Swedish/Finnish partner (copy)
- If the application is submitted within one year after previous visa expiry – a table detailing the usage of the previous visa is required. The table is drawn up in free form.

A Photograph submitted with the application for a visa should comply with the following specifications:
- Must be an up-to-date photograph (preferably maximum 6 months old)
- Must be a colour photograph printed on normal photographic paper
- Should be passport sized 3,5 x 4,5 cm
- Close up to your head and top of your shoulders so that your face takes up 70-80% of the photograph
- Full face taken straight forward 30 - 36 mm from point of the chin to head of hair
- Taken against a light background
- Without sunglasses
- Without hat or other head covering unless you wear this for religious reasons
- Spectacles should not have toned or reflecting glasses

Processing Time
The minimum period for processing of visa applications is 10 calendar days from the date of receipt of documents to the Embassy. The period of time for taking a decision on a visa application may be extended up to 30-45 calendar days in individual cases, notably when further scrutiny of the application is needed.

Overview
Due to the restriction of consular services at the Estonian Embassy in Minsk, regulated by the Order of the Minister No. 128 of 10/12/2022, applications for short-term Schengen visas (visa C) submitted by citizens of the Republic of Belarus and Russian Federation are not to be accepted.
Exceptions are made for the following categories of applicants:
- a spouse, children, grandchildren, parents, grandparents of citizens of Estonia, Finland, Sweden or holders of a residence permit in Finland and Sweden or a permanent residence permit in Estonia.
- citizens of the Republic of Belarus traveling for humanitarian reasons, for example, to attend a funeral or visit a seriously ill relative.
- citizens of the Republic of Belarus, whose purpose of the trip is studying.
Citizens of other countries with a registered place of residence in Belarus, whose residence permit in Belarus is valid for at least 6 months at the time of the first trip, can apply for a visa to Estonia/Sweden/Finland for any purpose.
You need to apply for the relevant visa type if you enter Estonia, Sweden or Finland with one of the following purposes:
- Participants of the cultural and art events
- Participant of the official programs conducting by twin cities
- Participants of sport events and their attendants
Applicant will have to provide evidence that he/she falls under this category.
The major change for Belorussian citizens from 23 June 2015 is that all applicants need to appear in person in order to provide biometric data (fingerprints and digital photography), which is a simple and discreet procedure. This concerns the applications for the short-term Schengen visas (max. 90 days in 180 days).
For subsequent applications within 5 years the fingerprints can be copied from the previous application file in the VIS, eg. the fingerprints will be provided for the period of 5 years for any subsequent Schengen visa application (for example for the long-term multiple entry visa). Exceptions from the obligation of fingerprinting are provided for:

Visa for Applicants under the age of 18
The application form has to be signed by both parents or legal custodians.
In addition to the compulsory documentation required, the following documentation is required for applicants under the age of 18.
- Copy of the birth certificate.
- Consent of the parental authority or legal guardian should be required only if the minor travels alone or only with one parent. Exceptions should be made to this if the single parent with whom the minor is to travel holds the parental authority alone (i.e. in cases where the other parent has deceased or been deprived of custody, e.g. a death certificate of the other parent or a court degree vesting custody exclusively in the parent who is signing the application would be requested).
- Copy of the valid Schengen visa of the parent(s) travelling with the minor for whom a visa is not applied at the same time with the parent(s).
Visa for third-country nationals
In addition to the compulsory documentation required:
- Proof of legal residence in the Republic of Belarus (temporary residence permit or residence permit), valid for at least 6 months from the date of the planned trip.

The following persons are exempted from paying the visa fee:

- for members of official delegations, including permanent members of official delegations, who, following an official invitation addressed to the Member States, the European Union or Belarus, shall participate in official meetings, consultations, negotiations or exchange programmes, as well as in events held in the territory of Belarus or one of the Member States by intergovernmental organisations;
- for close relatives – spouses, children, parents and persons exercising the parental authority, grandparents and grandchildren of citizens of the Union legally residing in the territory of Belarus, of citizens of Belarus legally residing in the territory of the Member States, of citizens of the Union residing in the territory of the Member State of which they are nationals, and of citizens of Belarus residing in the territory of Belarus;
- persons participating in scientific, academic, cultural and artistic activities, including university and other exchange programs
- pupils, students, post-graduate students and accompanying teachers who undertake trips for the purposes of study or educational training, including in the framework of exchange programmes as well as other school related activities;
- participants in international sports events and persons accompanying them in a professional capacity;
- participants in official exchange programmes organized by twin cities and other municipal entities;
- representatives of civil society organizations when undertaking trips for the purposes of educational training, seminars, conferences, including in the framework of exchange programmes;
- participants in official EU cross-border cooperation programmes between Belarus and the Union;
- persons with disabilities and persons accompanying them, if necessary;
- persons who have presented documents proving the necessity of their travel on humanitarian grounds, including to receive urgent medical treatment and the person accompanying such person, or to attend a funeral of a close relative, or to visit a seriously ill close relative;
- children under the age of 12
VFS service charge:
Apart from the visa fee, VFS service charge in BYN of the equivalent of 16.40 Euros inclusive of VAT per application will be levied for applicants applying at the visa application centre.
Please Note:
- Visa fee and VFS service charge can be paid at the visa application centre in cash, through credit or debit card and are non-refundable.
- Visa and service fees needs to be paid in Belorussian Rubles only.

It is mandatory to provide all of the documents listed below. Otherwise your visa might be refused. The absence of a required document might influence the decision of the Consul.
The Embassy accepts documents in Estonian, Belarussian, Russian, English and Finnish.
In case of Minor applicants the following documents are required:
The application form should be signed by both representatives. In case the form is signed by one representative only, a written consent from the second representative should be attached. If a child’s application is submitted separately from the application of his/her parents, a notarized consent from the parents is required (according to the Law of Belarus). If the Minor has only one guardian, then a document proving the same should be submitted (i.e. – death certificate, single parent certificate, etc.)
Note that in case of minors, the birth certificate is a mandatory document. Without the Certificate, the minor’s documents will not be accepted for processing.
In case of representative submitting the application – the application in some cases can be submitted by a representative:
- By a close relative (parents, children, grandchildren, grandparents) – in this case documents proving the relationship should be provided.
- By persons, travelling together – in case a group is travelling together for the purpose of tourism or family and friends visit, a member of such group can submit the documents for the whole group by providing a notarized consent.
- In case travel purpose is Business – the application can be submitted by a person working in the same company in case an official authorisation form of the company sending the applicant to Estonia, Finland or Sweden is provided.
- In case of a cultural/sport travel purpose – the application can be submitted with an official authorization form of the organization sending the applicant (i.e. sport club, cultural establishment, etc.) by a member of the same organization.
The authorization form should always contain full information of the applicants.
Visa application Form
The Visa application form should be filled with latin alphabet on eelviisataotlus.vm.ee. After filling, the form needs to be printed and signed in one places (at the very end of the form). A photo should be attached to the Form.
Photograph (one)
- Colored one with the light background with the dimensions of 35 x 45 mm;
- Photo should be made not earlier than 6 months before documents submission;
- Face image should occupy 70-80% of the photo.

Passport
- The passport must be valid three (3) months after the end of a proposed visa duration
- The passport must be issued less than ten (10) years ago before the planned date of leaving the Schengen area.
- There should be at least two (2) empty pages available in the passport titled “Visas”
- A copy of the passport’s biopage is also required. (the page with the Photo and information – page 31 and cover page for Belarussian passport holders).
Insurance
- The travel insurance should cover all the expenses that might arise from repatriation due to medical reasons, first aid, emergency hospitalization or death during the stay in the Schengen area.
- It should be valid in all member states of the Schengen area and cover the complete duration of stay.
- The minimum insurance amount should be 30 000 Euro
Work certificate
All employed applicants should provide an employment proof (original). It has to contain the following information:
- Applicant’s position
- Date of employment and , if applicable, date of contract termination.
- Salary amount for the past 3 months.
Persons who are on maternity leave should also provide documents proving sufficient funds that can be one of the following:

This concerns the applications for the short-term Schengen visas (max. 90 days in 180 days).
For subsequent applications within 5 years the fingerprints can be copied from the previous application file in the VIS, eg. the fingerprints will be provided for the period of 5 years for any subsequent Schengen visa application (for example for the long-term multiple entry visa). Exceptions from the obligation of fingerprinting are provided for:

Visa for Applicants under the age of 18
The application form has to be signed by both parents or legal custodians.
In addition to the compulsory documentation required, the following documentation is required for applicants under the age of 18.
- Copy of the birth certificate.
- Consent of the parental authority or legal guardian should be required only if the minor travels alone or only with one parent. Exceptions should be made to this if the single parent with whom the minor is to travel holds the parental authority alone (i.e. in cases where the other parent has deceased or been deprived of custody, e.g. a death certificate of the other parent or a court degree vesting custody exclusively in the parent who is signing the application would be requested).
- Copy of the valid Schengen visa of the parent(s) travelling with the minor for whom a visa is not applied at the same time with the parent(s).
Visa for third-country nationals
In addition to the compulsory documentation required:
- Proof of legal residence in the Republic of Belarus (temporary residence permit or residence permit), valid for at least 6 months from the date of the planned trip.

The following persons are exempted from paying the visa fee:
- for members of national and regional Governments and Parliaments, Constitutional Courts and Supreme Courts, if they are not exempted from the visa requirement by this Agreement;
- for members of official delegations, including permanent members of official delegations, who, following an official invitation addressed to the Member States, the European Union or Belarus, shall participate in official meetings, consultations, negotiations or exchange programmes, as well as in events held in the territory of Belarus or one of the Member States by intergovernmental organisations;
- for close relatives – spouses, children, parents and persons exercising the parental authority, grandparents and grandchildren of citizens of the Union legally residing in the territory of Belarus, of citizens of Belarus legally residing in the territory of the Member States, of citizens of the Union residing in the territory of the Member State of which they are nationals, and of citizens of Belarus residing in the territory of Belarus;
- persons participating in scientific, academic, cultural and artistic activities, including university and other exchange programs
- pupils, students, post-graduate students and accompanying teachers who undertake trips for the purposes of study or educational training, including in the framework of exchange programmes as well as other school related activities;
- participants in international sports events and persons accompanying them in a professional capacity;
- participants in official exchange programmes organized by twin cities and other municipal entities;
- representatives of civil society organizations when undertaking trips for the purposes of educational training, seminars, conferences, including in the framework of exchange programmes;
- participants in official EU cross-border cooperation programmes between Belarus and the Union;
- persons with disabilities and persons accompanying them, if necessary;
- persons who have presented documents proving the necessity of their travel on humanitarian grounds, including to receive urgent medical treatment and the person accompanying such person, or to attend a funeral of a close relative, or to visit a seriously ill close relative;
- children under the age of 12
VFS service charge:
Apart from the visa fee, VFS service charge in BYN of the equivalent of 16.40 Euros inclusive of VAT per application will be levied for applicants applying at the visa application centre.
Please Note:
- Visa fee and VFS service charge can be paid at the visa application centre in cash, through credit or debit card and are non-refundable.
- Visa and service fees needs to be paid in Belorussian Rubles only.

Documents Required
Travel insurance is mandatory for all Schengen countries. If you have not purchased, please click here
It is mandatory to provide all of the documents listed below. Otherwise your visa might be refused. The absence of a required document might influence the decision of the Consul.
The Embassy accepts documents in Estonian, Belarussian, Russian, English and Finnish.
In case of Minor applicants the following documents are required
The application form should be signed by both representatives. In case the form is signed by one representative only, a written consent from the second representative should be attached.
If a child’s application is submitted separately from the application of his/her parents, a notarized consent from the parents is required (according to the Law of Belarus). If the Minor has only one guardian, then a document proving the same should be submitted (i.e. – death certificate, single parent certificate, etc.)
Note that in case of minors, the birth certificate is a mandatory document. Without the Certificate, the minor’s documents will not be accepted for processing.
In case of representative submitting the application – the application in some cases can be submitted by a representative:
- By a close relative (parents, children, grandchildren, grandparents) – in this case documents proving the relationship should be provided.
- By persons, travelling together – in case a group is travelling together for the purpose of tourism or family and friends visit, a member of such group can submit the documents for the whole group by providing a notarized consent.
- In case travel purpose is Business – the application can be submitted by a person working in the same company in case an official authorization form of the company sending the applicant to Estonia, Finland or Sweden is provided.
- In case of a cultural/sport travel purpose – the application can be submitted with an official authorization form of the organization sending the applicant (i.e. sport club, cultural establishment, etc.) by a member of the same organization.
The authorization form should always contain full information of the applicants.
Visa application Form
The Visa application form should be filled with latin alphabet on eelviisataotlus.vm.ee. After filling, the form needs to be printed and signed in one places (at the very end of the form). A photo should be attached to the Form.
Photograph (one)
- Colored one with the light background with the dimensions of 35 x 45 mm;
- Photo should be made not earlier than 6 months before documents submission;
- Face image should occupy 70-80% of the photo.
- The photo should be glued at the Application form.

Passport
- The passport must be valid three (3) months after the end of a proposed visa duration
- The passport must be issued less than ten (10) years ago before the planned date of leaving the Schengen area.
- There should be at least two (2) empty pages available in the passport titled “Visas”
- A copy of the passport’s biopage is also required. (the page with the Photo and information – page 31 and cover page for Belarussian passport holders).
Insurance
- The travel insurance should cover all the expenses that might arise from repatriation due to medical reasons, first aid, emergency hospitalization or death during the stay in the Schengen area.
- It should be valid in all member states of the Schengen area and cover the complete duration of stay.
- The minimum insurance amount should be 30 000 Euro
Work certificate
All employed applicants should provide an employment proof (original). It has to contain the following information:
- Applicant’s position
- Date of employment and, if applicable, date of contract termination.
- Salary amount for the past 3 months.
Persons who are on maternity leave should also provide documents proving sufficient funds that can be one of the following:

A letter from the sponsor and proof of the sponsor having sufficient funds (i.e. – employment proof with specified salary, bank account receipts, real estate ownership proof, stock possession proof, etc.) The letter from the sponsor (dated and signed) should contain the following information:

- the connection between the sponsor and the applicant
- dates of travel and destination
- list of expenses, covered by the sponsor.

Private invitation
Visiting Family or Friends in Estonia/Finland
A letter from the inviting party mentioning the following:
- Details of the inviting person – name, surname, Estonian/Finnish personal code
- Details of the invited person – name, surname Date of Birth
- Relationship (i.e. – mother, father, son, daughter, cousin) or any other relationship (friend, classmate, etc.)
- In case the persons are related (parents, children, grandchildren, grandparents), the Embassy advices to submit documents proving the relationship (marriage/birth certificate)
- Dates and duration of the trip(s). If the invitation is for multiple trips, then specific dates of the first trip should be mentioned.
- Precise address of residence during the stay
The private invitation can be handwritten or printed. The invitation can be submitted in original form as well as printed from fax / e-mail, scanned and printed. Invitations received y telegram are also acceptable.
Visiting Family or Friends in Sweden
Applicants travelling to Sweden should submit an invitation as per the requirement of the Swedish Department of Migration (the form can be found here). The english form has to be filled in English only.
The inviting person’s passport copy, in case he/she is a Sweden citizen, or copy of residence permit (both sides) (UPPEHALLSTILLSTAND), are to be submitted along with the application.
Visiting Family or Friends in Estonia/Finland
The inviting person’s passport copy or ID copy, in case he/she is an Estonian or Finnish citizen, or copy of the residence permit (both sides if in card form), in case the inviting person is not a citizen of Estonia/Finland, are to be submitted along with the application.
Please note! Name and surname of the inviting person mentioned in p.31 of the Application Form should be identical to the ID document of the inviting person
Transport
- If the applicant is travelling by public transport – tickets or ticket bookings to Estonia/Sweden/Finland and back. The bookings should be valid during the complete period of the visa issuing process.
- If the applicant is travelling by personal transport – Copy of driver’s license and car registration. If the car does not belong to the applicant or the driver is another person, then additional documents have to be provided that will prove the right of the applicant to drive the car. (i.e. the consent of the owner to drive the car to Estonia/Sweden/Finland and back combined with a copy of the owner’s driver’s license and visa)
- If the applicant is travelling by contractual transport – copy of the contract, copy of the driver’s license and copy of the vehicle registration.
- Other transport – documents proving the applicant’s rights to operate the vehicle
If the applicant is applying for a multiple entry visa, the transport documents covering only the first trip are sufficient.
If the applicant for some reason cannot provide transport documents, an explanatory note should be submitted. It should mention the transportation type and the reasons why supporting documents cannot be provided. The Embassy, however, has the right to request additional documents, proving the transportation availability to Estonia/Sweden/Finland and back, especially if the applicant states that he/she is not sure about the travel dates or the bookings for a specific flight/trip are not yet open

Photo Specifications
A Photograph submitted with the application for a visa should comply with the following specifications:
- Must be an up-to-date photograph (preferably maximum 6 months old)
- Must be a colour photograph printed on normal photographic paper
- Should be passport sized 3,5 x 4,5 cm
- Close up to your head and top of your shoulders so that your face takes up 70-80% of the photograph
- Full face taken straight forward 30 - 36 mm from point of the chin to head of hair
- Taken against a light background
- Without sunglasses
- Without hat or other head covering unless you wear this for religious reasons
- Spectacles should not have toned or reflecting glasses
- The frame of the spectacles may not cover the eyes
- The mouth must be closed

Processing Time
The minimum period for processing of visa applications is 10 calendar days from the date of receipt of documents to the Embassy. The period of time for taking a decision on a visa application may be extended up to 30-45 calendar days in individual cases, notably when further scrutiny of the application is needed.
Please note that the duration of consideration of visa applications submitted by Belarusian citizens is at least 8 working days from the date of receipt of documents to the Consular Department of the Embassy.
Please take into account weekends and public holidays in the destination country and in Belarus. However, visa applications should not be submitted earlier than 180 days before the start of the intended visit.

After filling, The Application form should be printed, a photo should be attached to it and the form should be signed.

Medical Treatment

Overview
Due to the restriction of consular services at the Estonian Embassy in Minsk, regulated by the Order of the Minister No. 128 of 10/12/2022, applications for short-term Schengen visas (visa C) submitted by citizens of the Republic of Belarus and Russian Federation are not to be accepted.
Exceptions are made for the following categories of applicants:
- a spouse, children, grandchildren, parents, grandparents of citizens of Estonia, Finland, Sweden or holders of a residence permit in Finland and Sweden or a permanent residence permit in Estonia.
- citizens of the Republic of Belarus traveling for humanitarian reasons, for example, to attend a funeral or visit a seriously ill relative.
- citizens of the Republic of Belarus, whose purpose of the trip is studying.
Citizens of other countries with a registered place of residence in Belarus, whose residence permit in Belarus is valid for at least 6 months at the time of the first trip, can apply for a visa to Estonia/Sweden/Finland for any purpose.
You need to apply for the relevant visa type if you enter Estonia, Sweden or Finland with one of the following purposes.
- Patients
- Attendants
The major change for Belorussian citizens from 23 June 2015 is that all applicants need to appear in person in order to provide biometric data (fingerprints and digital photography), which is a simple and discreet procedure. Private invitation
A letter from the inviting party mentioning the following:
- Details of the inviting person – name, surname, ID personal code
- Details of the invited person – name, surname Date of Birth
- Relationship (i.e. – mother, father, son, daughter, cousin) or any other relationship (friend, classmate, etc.)
- In case the persons are related (parents, children, grandchildren, grandparents), the Embassy advices to submit documents proving the relationship (marriage/birth certificate)
- Dates and duration of the trip(s). If the invitation is for multiple trips, then specific dates of the first trip should be mentioned.
- Precise address of residence during the stay in Estonia/Sweden/Finland
The private invitation can be handwritten or printed. The invitation can be submitted in original form as well as printed from fax / e-mail, scanned and printed. Invitations received y telegram are also acceptable.
The inviting person’s passport copy or ID copy, in case he/she is an Estonian/Swedish/Finnish citizen, or copy of the residence permit (both sides if in card form), in case the inviting person is not a citizen of Estonia/Sweden/Finland, are to be submitted along with the application.
Please note! Name and surname of the inviting person mentioned in p.31 of the Application Form should be identical to the ID document
Transport
- If the applicant is travelling by public transport – tickets or ticket bookings to Estonia/Sweden/Finland and back. The bookings should be valid during the complete period of the visa issuing process.
- If the applicant is travelling by personal transport – Copy of driver’s license and car registration. If the car does not belong to the applicant or the driver is another person, then additional documents have to be provided that will prove the right of the applicant to drive the car. (i.e. the consent of the owner to drive the car to Estonia/Sweden/Finland and back combined with a copy of the owner’s driver’s license and visa)
- If the applicant is travelling by contractual transport – copy of the contract, copy of the driver’s license and copy of the vehicle registration.
- Other transport – documents proving the applicant’s rights to operate the vehicle
If the applicant is applying for a multiple entry visa, the transport documents covering only the first trip are sufficient.
If the applicant for some reason cannot provide transport documents, an explanatory note should be submitted. It should mention the transportation type and the reasons why supporting documents cannot be provided. The Embassy, however, has the right to request additional documents, proving the transportation availability to Estonia/Sweden/Finland and back, especially if the applicant states that he/she is not sure about the travel dates or the bookings for a specific flight/trip are not yet open
Accommodation
A document proving the accommodation (if accommodation is not organized by the medical institution) – paid or partially paid hotelconfirmation, rent agreement or any other document proving the accommodation.
If the inviting party organizes accommodation, then the following details are needed to be included into the invitation: precise address of the place of stay (hotel, hostel, apartment) as well as the precise dates when the accommodation will be organized by the Inviting party. If the invitation includes several trips, then the details of the first trip should be provided.
Please note! Regardless of which accommodation proving document is provided it is mandatory to enter the actual address in Estonia/Sweden/Finland in p.31 of the Visa Application Form.
Additional Documents
- Confirmation from the medical establishment, proving the necessity of medical attention;
- Confirmation of possessing sufficient funds for treatment, prepayments of medical bills

Photo Specifications
A Photograph submitted with the application for a visa should comply with the following specifications:
- Must be an up-to-date photograph (preferably maximum 6 months old)
- Must be a colour photograph printed on normal photographic paper
- Should be passport sized 3,5 x 4,5 cm
- Close up to your head and top of your shoulders so that your face takes up 70-80% of the photograph
- Full face taken straight forward 30 - 36 mm from point of the chin to head of hair
- Taken against a light background
- Without sunglasses
- Without hat or other head covering unless you wear this for religious reasons
- Spectacles should not have toned or reflecting glasses
- The frame of the spectacles may not cover the eyes
- The mouth must be closed

Processing Time
The minimum period for processing of visa applications is 10 calendar days from the date of receipt of documents to the Embassy. The period of time for taking a decision on a visa application may be extended up to 30-45 calendar days in individual cases, notably when further scrutiny of the application is needed.
Please note that the duration of consideration of visa applications submitted by Belarusian citizens is at least 8 working days from the date of receipt of documents to the Consular Department of the Embassy.
Please take into account weekends and public holidays in the destination country and in Belarus. However, visa applications should not be submitted earlier than 180 days before the start of the intended visit.

Filling the application
The application form should be filled with Latin alphabet in Estonian, Belarussian, Russian or English using the eelviisataotlus.vm.ee link
After filling, The Application form should be printed, a photo should be attached to it and the form should be signed.
In case of minors, both parents/representatives should sign the Form in respective fields (in case the form will be signed by one representative only, a notarized consent from the second representative is required to be submitted)
